Executive Director- Ashley Smith
Ashley Smith is a senior at Old Dominion University in Norfolk, VA. Her major is Mass Media Communications with a minor in English. She is employed by the Department of Defense as a General Support Technician for Space and Naval Warfare Systems Center Atlantic. In addition, Ashley is a freelance anchorwoman and reporter for WCTV-48, the local education and government access television station for the City of Chesapeake. She is also an organist for First Baptist Church Gilmerton in Chesapeake, VA and Mt. Moriah United Church of Christ in Waverly, VA. Ashley has participated in the Miss America Scholarship Program for the past two years. In 2006, she served as Miss Virginia Beach and was a semi-finalist at the 2006 Miss Virginia Pageant. She also served as Miss Virginia Peanut 2007, and Miss Norfolk 2008. Currently, she is Miss Chesapeake 2009. She also won the Community Service award and was a semi-finalist at Miss Virginia 2009. Her personal platform under the Miss America Organization is "Breast Cancer: It's Not Just Hereditary", and she has been active in promoting it throughout the community. She is a member of several organizations, including the Miss Virginia Recital Planning Committee. She has been a keynote speaker for services, schools, and community programs. ********************************************************************************** Executive Assistant- Phyllicia Whittingham
Phyllicia Whittingham is a 20 year-old, 3rd year student in the 5-year Masters of Business Administration program at Hampton University in Hampton, Virginia. She is a Hampton Scholars Scholarship recipient, a member of Sigma Beta Delta, and a recent inductee into the Golden Key International Honour Society.
Phyllicia has been involved pageants since 2006. In the spring of 2007 she was crowned Miss Suffolk; during her reign, she became involved with the March of Dimes: Walk for Babies campaign. Later, she served as Miss Iota Phi Theta 2007-2008 for the Beta Chapter of Iota Phi Theta Fraternity, Inc. As a Sweetheart for the organization, she went on to tutor at a local church and help to raise money for the Virginia Special Olympics through Virginia Beach’s Annual “Polar Plunge.”
Currently, Phyllicia holds the title of Elite All America Miss Queen 2009. Her platform is “Let’s go ‘P.I.N.K.’ for Breast Cancer: Passionately Ignite the Need for Knowledge.” Phyllicia has the desire to educate and empower women of all ages to help reduce the number of those affected by breast cancer each year.

Contestant Coordinator- Debbie Moulse

Debbie Moulse is a native of the Hampton Roads area. She graduated from Norfolk Business College and pursued a career in banking. Her career paths lead her into outside sales in the construction industry for which she received regional sales awards.
Debbie is a past member of the Board of Directors for the Hurrah Players and is actively involved with the Miss Norfolk and Miss Chesapeake Scholarship Pageants. Her love for the performing arts keeps her involved in other art organizations throughout the Hampton Roads area. She volunteers with the Virginia Musical Theatre and the Governor’s School for the Arts.
Debbie lives in Chesapeake with her husband, Bud, and their 18 year old daughter, Bailey. Debbie is certified as a Miss America pageant judge.

Judges' Chair- Bud Moulse

Bud has been a resident of Hampton Roads for 30 years. After serving in the U.S. Army, he started a career in the construction industry which has span 40 years.
He was Vice-President of Commercial Sales while employed by Doyle Brick Co. and is currently with Riverside Brick and Supply Co. where he is Senior Sales Associates. He is Past President of the Tidewater Masonry Contractors Association. He is Past President of the Tidewater Chapter of The Construction Specifications Institute.
His hobbies include travel, golf, college football and supporting the Arts in Hampton Roads. Bud resides in Chesapeake, Va. with wife Debbie, daughter Bailey and Puggy their pug dog. He has been a supportive Pageant Dad and a volunteer within the Miss America Scholarship Program for several years. Bud is certified as a Miss America pageant judge.

Betty Shifferly is a native of Portsmouth Virginia. She holds a BS degree in secondary education from Old Dominion University and a master’s degree in gifted education from Norfolk State University. She recently retired after teaching in Portsmouth for 31 years and is a former church organist and choir director. She is currently working as an educational consultant in testing in Sussex County.
She has worked with various pageants in the state for over thirty years as a producer, director, wardrobe and interview coach, and chaperon at the Miss Virginia Pageant. She is currently Co-Executive Director for the Miss Virginia Peanut and Miss Suffolk Pageants, as well as being a certified Miss Virginia judge.
She currently lives in Suffolk with her kitty, Hallie, and enjoys crocheting, reading, and traveling.

Giovanni Dew is a senior at Norfolk State University in Norfolk, VA. She is a Business major with a concentration in Entrepreneurial Studies. Upon graduation, Giovanni hopes to obtain ownership of a business in the hospitality field.
Using culinary arts as a means of creative expression, Giovanni has provided both paid and unpaid catering services for various events throughout the community. She also works as a local Avon representative and enjoys selling the premier beauty brand. Working for Avon, Giovanni has gained experience in Entrepreneurship by maintaining a career that requires her to create and prioritize her own schedule.
Giovanni currently resides in Virginia Beach, VA where she has lived since birth. In addition to cooking and studying cosmetology, her hobbies include writing poetry and crocheting.
